Esquimalt maintains the most off-leash locations of any single municipality in Greater Victoria. Macaulay Point Park offers year-round coastal access with off-leash zones and scenic oceanfront trails.
About Esquimalt Beach & Macaulay Point
The Township of Esquimalt maintains 6 leash-optional locations, more than any other single municipality in Greater Victoria. The most popular is Macaulay Point Park, a scenic oceanfront park at the end of Clifton Terrace with rocky shoreline, a breakwater, grassy bluffs, and panoramic views across the Strait of Juan de Fuca.
The southern section of Macaulay Point Park, including the breakwater area, is off-leash year-round. Fleming Beach, near the main parking lot, is leash-optional from November 1 to May 1, but dogs must be leashed from May 2 to October 31.
Off-Leash Rules by Area
- Macaulay Point, southern section & breakwater: Off-leash year-round. The most reliable off-leash beach area in Esquimalt.
- Fleming Beach: Leash-optional from November 1 to May 1. On-leash required from May 2 to October 31.
- Esquimalt Gorge Park: Has a designated off-leash dog area. Dogs not allowed in playgrounds, gardens, or the Japanese garden.
- Esquimalt Lagoon: Dogs are prohibited in the Lagoon Bird Sanctuary area. Keep dogs leashed on adjacent paths.
Entry Points & Parking
Macaulay Point parking: Free parking at the end of Clifton Terrace. Moderate-sized lot. Street parking available on surrounding roads if the lot is full.
Trail access: From the parking lot, follow the paved path to the grassy bluff area. The breakwater and rocky shoreline are accessible from well-signed access points. The off-leash zone begins at the southern boundary signs.
Amenities: Washrooms near the parking lot. Waste bins along the main paths. No water fountains at the beach, bring your own.
Best Times to Visit
Early morning is the quietest time. Watch for harbour seals hauled out on the rocks near the breakwater. Dogs love exploring the tide pools.
Facing west, the park offers stunning sunset views across the Strait. The grassy bluffs are a perfect spot to watch the sun go down with your dog.
Water Quality & Safety
Macaulay Point faces the open Strait of Juan de Fuca with excellent water quality. The marine environment and strong tidal flow eliminate the blue-green algae concerns that affect freshwater lakes.
Good to know: The rocky shoreline can be slippery. Watch your step near the water's edge, especially after rain. The breakwater rocks are popular with dogs but can be challenging for less agile pets. Check for harbour seal resting areas and keep dogs at a respectful distance.

- Check which areas are currently off-leash before you go, the rules at Fleming Beach switch between November and May.
- Pair your visit with Esquimalt Gorge Park nearby, it has its own off-leash area and beautiful Japanese garden (dogs on leash in garden areas).
- Keep an eye out for harbour seals on the rocks. They are wonderful to observe from a distance but keep your dog under control.
