Saanich Bylaw No. 9924 (2023): Cordova Bay is in Saanich, where penalties for off-leash and leash violations range from a minimum of $100 (first offence) to a maximum of $50,000. Repeat offences start at a minimum of $200. A separate fine is issued each day a violation continues. Dogs must carry a leash and wear a collar in leash-optional areas.

From October 1 to March 31, dogs can be off-leash on Cordova Bay Beach. During summer months (April 1 to September 30), dogs must stay on-leash on the beach to protect nesting shorebirds, but Parker Park stays off-leash year-round.

Parking

Free street parking along Cordova Bay Road, with a small lot near the beach. Arrive early on summer weekends, the lot fills quickly.

Best Times to Visit

Early morning (before 9 a.m.) or late afternoon for the best off-leash experience. The beach is quieter in the off-season, and winter mornings offer empty stretches of sand.

Water Access

The beach offers direct water access for dogs to swim and splash. Bring fresh water for your pup to drink, the ocean water is not ideal for hydration.
