Trails, regional parks, and a sprawling off-leash network. Saanich has 3+ designated off-leash zones and the most extensive trail system in the region. Note: retractable leashes are banned in all Saanich parks.
Retractable leash ban & fines (Bylaw No. 9924): Saanich has banned retractable leashes in all municipal parks. First offence: minimum $100. Repeat: minimum $200. Maximum fine: $50,000. Where to walk your dog in Saanich
Mount Douglas Park (PKOLS)
Off-leash (designated areas)5 km of forested trails with summit views. Off-leash activity permitted on trails and in designated areas.
Cuthbert Holmes Park
Off-leash areasDesignated off-leash areas along the Colquitz Creek trail. Naturalized terrain with a quieter atmosphere.
Panama Flats
Off-leash (designated sections)Wetland trails and open fields. Can be muddy in winter. Excellent birdwatching.
Elk/Beaver Lake Regional Park
Off-leash at the beach (with date restrictions)10 km of lakeside and forest trails. Dogs are allowed off-leash at the beach but seasonal date restrictions apply. Elsewhere in the park, dogs must be on leash or under control. A major exercise spot for dog owners.
Dog rules in Saanich
- Retractable leashes are banned in all Saanich municipal parks. Use a standard fixed-length leash.
