About Dallas Road Off-Leash Area

The Dallas Road waterfront trail is the most popular dog-walking route in Victoria, regularly drawing 30+ dogs on sunny mornings. The designated off-leash area stretches approximately 3 km along the bluff from near Cook Street east to Clover Point, offering stunning panoramic views across the 18 km-wide Strait of Juan de Fuca to the Olympic Mountains in Washington State.

This is not a traditional beach, it is a bluff-top trail with grassy areas and shoreline access below. The off-leash zone applies to the grassy areas south of Dallas Road. Paved multi-use paths and the seawall areas below may require leashes.

Off-Leash Rules & Seasonal Hours

  • Dogs can be off-leash on the grassy strip and shoreline south of Dallas Road in the designated zone.
  • April to September: Off-leash from 6:00 AM to 9:00 AM and 5:00 PM to 10:00 PM only.
  • October to March: Off-leash from 6:00 AM to 10:00 PM (extended hours).
  • Dogs must be on leash on the paved paths (both upper multi-use path and seaside path) and south of the cliffside path at all times.
  • Fines for off-leash violations: $100 to $300. The area is unfenced, reliable recall is essential.

Entry Points & Parking

Street parking: Free parking along Dallas Road between Cook Street and Clover Point. The Mile 0 lot at the foot of Douglas Street is also an option. Parking fills quickly on sunny weekends, arrive before 9 AM for the best chance.

Entry points: The off-leash zone is accessible from multiple points along Dallas Road. The most popular entry is near the Cook Street end. You can also enter from Beacon Hill Park via the south trails.

Amenities: Water fountains and waste stations are available along the trail. Washrooms can be found at Beacon Hill Park and Clover Point.

Best Times to Visit

Early Morning (before 9 AM)

The sweet spot year-round. Easier parking, softer light for photos, and the off-leash window is always open. Summer mornings bring the friendliest dog community vibes.

Summer Evening (5 to 9 PM)

Golden hour on the bluff is spectacular. The evening off-leash window reopens at 5 PM from April to September. Sunset views across the Strait are unforgettable.

Water Quality & Safety

The Strait of Juan de Fuca has excellent water quality with strong ocean currents providing constant circulation. Blue-green algae is not a concern in this marine environment.

Cliff safety: The bluff drops steeply to the seawall below. Keep dogs under control near cliff edges. The upper grassy area is the safest zone for off-leash play. Avoid the cliff edge after rain when the ground can be slippery.

  • Park at Mile 0 if the Cook Street end is full, it is a short walk back along the bluff.
  • Pair the walk with a visit to Spinnakers Gastro Brewpub nearby, one of the best dog-friendly patios in Victoria.
  • In summer, bring a portable water bowl. It gets warm on the bluff and there is limited shade.
