The old summer ban people still ask about is gone, replaced by something simpler: on-leash, always.
I hear it constantly on showings in Gordon Head and Cadboro Bay: "Is the beach off-leash again?" The answer has been no for five seasons now, and the rule is baked into the local culture. If you move here expecting off-leash fetch on the sand, that is the one thing this beach cannot give you.
Did Cadboro Bay used to be off-leash?
Yes, and that is why the rule confuses people. Cadboro Bay Beach was the only urban sandy beach in Saanich with year-round off-leash status, and locals of a certain vintage remember letting dogs run the shoreline freely for decades. The old arrangement included a summer restriction that kept dogs off the main beach during the busy months.
Saanich council gave the current on-leash rule final reading on November 1, 2021, and it took effect the next day. The beach and the park changed together, so the grass, the sand, and the waterline all fall under one rule now: leashed dogs only.
Why did Saanich end off-leash at Cadboro Bay?
The beach sits inside the Victoria Harbour Migratory Bird Sanctuary, a federal designation that covers the foreshore and the waterline. The shorebirds that stop over during migration need undisturbed feeding ground, and a running dog, even a friendly one, pushes them off the mudflats at exactly the wrong time of year.
Saanich carried the decision forward in its current Animals Bylaw, No. 9924, which passed in 2023. Under that bylaw, all beaches and beach access inside the bird sanctuary are on-leash, and Cadboro Bay Beach falls squarely inside the sanctuary boundary. This is not seasonal policy, it is permanent.
What are the exact rules at Gyro Park and the beach now?
Leash on, year round, everywhere: the sand, the grass, the paths, and the water. Dogs are not permitted on the sport courts or the playground. The open picnic grass beside the beach is fine for a leashed hangout, and the shallow cove water is fine for a leashed wade in the off-season.
October is actually a lovely time here. The summer crowds are gone, the light is soft, and the cove, with its views across to the Olympic Mountains and the San Juan Islands, feels like a neighbourhood secret again. The closest reliable off-leash options are all a short drive from the cove:

Is an on-leash walk at Cadboro Bay worth it anyway?
Honestly? Yes, especially for dogs who walk well on leash. The cove is calm and sheltered, the beach is small enough to stay quiet, and the driftwood and sand make it a great sniffing route for a senior dog like Sahara, who stopped needing to sprint years ago. On a weekday morning in October you can have the shoreline almost to yourself.
