I will be honest, I did not appreciate this walk until I did it on a Tuesday morning with a coffee and a dog. The grounds are quieter than Beacon Hill, the lawns are genuinely well kept, and you get the harbour and the Empress in the same loop. On a clear September morning it is one of the best free dog walks downtown.
What exactly are the rules for dogs on the grounds?
Keep the leash on, keep your dog under control, and pick up after them. The Legislature grounds are not one of the city's designated off-leash areas, which means the City of Victoria's standard leash rule applies, dogs must be leashed in public spaces unless a specific area says otherwise, and the grounds do not say otherwise.
The building itself is a different story. Dogs are not permitted inside the Parliament Buildings, apart from trained service animals, so leave the visit to the grounds and the gardens. If you want to see the building's interior, do the free tour on your own time and save the dog walk for the lawn.
What is the best loop for a dog?
Start at the lawn along Belleville Street, walk the full length of the grounds, then cut down to the Inner Harbour path at the foot of the lawn. Follow the water past the Empress hotel and around the harbour basin, then come back up Government Street to close the loop. It is flat, mostly paved with grassy stretches, and roughly 2.5 kilometres all together.
The harbour section is the busy part. Floatplanes land right beside the path, tour buses idle, and on cruise ship days the walkway is shoulder to shoulder with visitors. That is fine for a steady city dog, but if yours is noise sensitive or a puller, do this loop before 8 a.m. or on a quiet weekday, and keep the leash short on the paved sections.
Where can my dog run off leash nearby?
The grounds are not it. For actual running, walk ten to fifteen minutes south and you hit the Dallas Road off-leash grass strip, with seasonal hours, plus Beacon Hill Park's designated off-leash area at the south end. A couple of practical notes from habit. Watch for event days, the lawn closes for special events a few times a year, and respect the quiet around the cenotaph area. Also know that the grounds get busy during the legislative session in spring, with staff, media, and the occasional protest, all of which is interesting for a confident dog and a lot for a nervous one.
